Animal Shelter Evaluations offers two formats for operational assessments, depending on the needs of the contracting organization or municipality. Both formats follow the same structured, impartial methodology to ensure consistency, neutrality, and accuracy.
A planned, coordinated assessment where dates are set in advance and staff are aware of the visit. This format allows leadership to prepare materials, ensure key personnel are available, and support a comprehensive review of all operational areas. (This approach also helps ensure that the evaluation reflects the shelter’s standard operating conditions, rather than conditions influenced by the timing of the visit.) Scheduled evaluations are our standard offering and are selected by more than 90% of the shelters we work with.
A real‑time, unannounced assessment conducted without prior notice to staff. This option provides an authentic snapshot of daily operations, workflow, and shelter conditions as they naturally occur. Unscheduled evaluations are always authorized by the contracting municipality or organization and conducted strictly within the agreed scope of work.
We also offer a streamlined, one‑day assessment for organizations that need expert insight but may not have the budget or timeline for a full‑scale evaluation. This option provides a focused review of key operational areas and delivers practical, actionable feedback within a condensed timeframe.
A one‑day assessment examines two core components:
Because this evaluation occurs within a single day, observations reflect what is visible and experienced during that visit. Conditions may vary from day to day, and no guarantees can be made about what will be observed.
At the conclusion of the visit, we conduct a walkthrough with senior shelter leadership to highlight areas of concern and discuss practical steps for improvement. Following the assessment, we provide a summarized written report (typically 5–10 pages) outlining key findings and recommendations.
A one‑day evaluation is especially helpful for:

We bring a level of expertise, specialization, and national experience that is difficult to match. Our work is grounded in decades of direct, hands‑on leadership in animal sheltering and nearly twenty years of consulting experience across the United States.

Our founder is a former shelter executive with firsthand experience in multiple sheltering environments — including a rural nonprofit shelter, a high‑volume inner‑city shelter, one of the top five sheltering systems in the country, and a county‑run facility with both an animal shelter and an animal control division. This breadth of operational leadership ensures that every evaluation is informed by practical, real‑world understanding rather than theory alone.

With almost twenty years as a dedicated shelter consultant, Tim Crum has worked with organizations of every size and structure — large metropolitan shelters, small rural facilities, nonprofit organizations, and city and county agencies with or without animal control responsibilities. This national perspective allows him to understand the unique challenges and opportunities present in every community.

Unlike firms that evaluate multiple government departments (such as Parks & Recreation or Social Services) or those that offer unrelated services like web development or marketing, we focus solely on animal shelter evaluations. This singular focus means our methodology, tools, and expertise are built specifically for the sheltering field — not adapted from other industries.

We have conducted evaluations across the country and have built one of the largest and most diverse client portfolios in the field. Our experience spans big cities, small towns, and everything in between. In fact, our client base exceeds that of several other consulting agencies combined — a reflection of the trust shelters and municipalities place in our work.

Every evaluation — scheduled, unscheduled, or one‑day — follows a consistent, impartial methodology designed specifically for animal sheltering. We do not bend to pressure, take sides, or promote narratives. Our role is to provide clear, objective insight that helps shelters operate more effectively and serve their communities with excellence.

...too many evaluations are influenced by one large national organization that has grown so powerful, their influence quietly permeates local operations—embedding advisors, steering outcomes, and silencing dissent. That’s why independence isn’t just our promise—it’s our foundation.
So the question becomes: do you follow the crowd and yield to pressure, or do you choose integrity and seek real answers? In a field where silence is often safer than truth, choosing an independent evaluation isn’t just brave—it’s responsible. We’re here for the shelters that want clarity, not comfort. Progress starts with honesty.
Our evaluations are designed to be objective, impartial, and free from external influence. We are not affiliated with any national organization, advocacy group, or governing body—ensuring that our findings and recommendations are based solely on operational realities, not political agendas or institutional bias. That independence is central to our credibility and the trust we’ve earned across hundreds of shelter partnerships nationwide.
Whether you're seeking a fresh perspective, preparing for strategic planning, or simply want to validate your current practices, our process is built to support your goals with clarity, professionalism, and discretion.

We conduct assessments under strict confidentiality agreements with our clients. To maintain the integrity and objectivity of every evaluation, we do not provide public comments on active assessments, past assessments, or any shelter-specific findings outside of the formal reporting process.
This policy is not intended to limit transparency; rather, it exists to ensure that our work remains independent, unbiased, and free from external pressure or influence from any individual or group. Protecting our clients' privacy and the neutrality of our evaluations is essential for producing accurate, fair, and actionable results.
We do not have a stake in any internal shelter, community, or advocacy dynamics. We are neither for nor against any individual, group, or position. Our role is to apply a consistent, impartial methodology that evaluates all aspects of shelter operations objectively. We do not promote specific narratives, take sides, or adjust findings based on external pressure. Ultimately, our work is grounded in ensuring that animals and people in shelter environments are supported by best practices that promote proper care, safe handling, adequate resources, and a healthy, humane environment.
To further safeguard the integrity of our work, we do not accept unsolicited calls or emails that attempt to influence, redirect, or shape an evaluation outside the established scope of work. All assessments follow a structured process designed to ensure neutrality, accuracy, and independence from undue influence.
If you have questions about a shelter in your community, we encourage you to contact the organization or municipality directly.
